After World War I, the German military and industry adopted a series of codes to represent manufacturer names. More information on these codes can vbe found at:

It was a standard practice to stamp most parts of a rifle with at least the last 2 or 3 digits of the serial number (The U.S. didn't do this). That is probably the serial number of the rifle for which that bayonet was issued.
'Waffenfabrik' means 'Weapons Manufacturer' and 'Neuhausen' could be the name of a town, or the owner (I think it means 'New Houses'
Ordnance/Manufacturing/Inspection codes were adopted in 1933, so your bayonet is at least that old. I ran through the ordnance lists and this manufacture was not listed
